Prominent Premier League clubs have urged the UK government to impose limitations on nation-state governments seeking ownership in English soccer teams.

A forthcoming independent soccer authority is expected to consider this proposal as part of its mandate. Meanwhile, the UK government has stated it will address the matter “when the parliamentary schedule permits”, as reported by The Guardian.

English Soccer Clubs Address Concerns on Nation-State Ownership In a consultation that included multiple stakeholders of English soccer, there was a growing call for these ownership restrictions. Some clubs, rather than waiting for the Premier League’s formal stance, took the initiative to voice their concerns to the government regarding state ownership.

The report suggests that future regulators should assess the eligibility of potential shareholders and board members. Feedback from the consultation revealed strong support for integrating “ethics and integrity” questions into the owners and directors test (ODT).

There have been debates surrounding the extent of public ownership in ODTs. The last ODT update by the Premier League overlooked the issue of nation-state ownership, which is now included in the test.

A New Approach Post-Newcastle Acquisition? The acquisition of Newcastle by Saudi Arabia’s Public Investment Fund (PIF) sparked significant debate. Concerns arose not only from fans over perceived differential treatment of clubs but also from the ownership of Liv Golf in the U.S. by PIF and PGA.

Despite assurances from the Premier League of having received “legally binding guarantees” that Saudi Arabia would not control Newcastle, official records indicate otherwise. Yasir al-Rumayyan, PIF’s governor and Newcastle’s chair, holds a ministerial position in the Saudi government. The PIF is recognized as “a sovereign entity of the Kingdom of Saudi Arabia.”

Such revelations led to growing skepticism among several Premier League clubs about the earlier assurances. Details on the revised ODT from the regulatory body will be revealed soon.
