As Coventry City prepares for another Championship campaign following their close miss for promotion to the Premier League, the club needs to be aware of the new regulations that will come into effect in the 2023-24 season.
These regulations were voted on and approved by EFL clubs during an annual general meeting on June 8. They cover various aspects such as club ownership, financial matters, transfer restrictions, and the multi-ball system used during matches. The EFL has provided a summary of the new regulations, which are as follows:
- The Owners and Directors’ Test (OADT) has been updated to include additional disqualifying conditions, aligning it with the Premier League’s standards. The updated list now includes sanctions on individuals, ownership by state entities from sanctioned countries, prior bankruptcies, convictions, bans, violent offenses, fraud convictions, disqualification due to corporate insolvencies, actions by government bodies, removal as a pension scheme trustee, expulsion from sporting clubs in other sports, and a longer period for counting insolvency events against directors who have resigned.
- The OADT will treat individuals under investigation for potential disqualifying conditions as if they are already subject to a disqualifying condition until they clear the allegations.
- The EFL will implement a multi-ball system in all competitions starting from the 2023/24 season. Match balls will be placed on cones at designated areas around the pitch to increase ball-in-play time. Additionally, clubs will be prohibited from using towels or any other items, including those obtained from spectators, to dry footballs during matches.
- A new regulation requires clubs to promptly notify the League when they become aware of considering, taking, or suffering any Insolvency Event. The club and proposed officeholders will meet with the League to ensure ongoing obligations can be met during such events. The definition of an Insolvency Event has been updated to include the concept of a ‘Restructuring Plan’ as referenced in the Corporate and Insolvency Governance Act 2020.
- Clubs in League One and League Two must now submit their Future Financial Information (FFI) by April 30, aligning with the reporting practices of the Club Financial Reporting Unit, instead of the previous deadline of March 31.
- Regulation 17.1 has been updated to include debts owed to HMRC, and clubs are now required to report any defaults to HMRC within two working days.
These rule changes aim to strengthen the governance and financial stability within the EFL. Coventry City and other clubs will need to adapt to these new regulations to ensure compliance and smooth operations in the upcoming season.
